Compliance & Calling Rules
Compliance is a product gate inside Kleos. This page describes the operating rules Kleos applies before and during outbound AI voice, booking, reminders, transcripts, and related sales workflows.
The core rule
No documented lawful basis, no outbound AI voice. If a contact, campaign, region, number, script, consent record, suppression check, calling window, or review state fails a required gate, Kleos blocks the call. For contacts without a compliant basis for the relevant call type, Kleos can still support research, segmentation, opt-in generation, scripts, reporting, and review, but the AI does not call until the record passes every gate.
What Kleos controls before a call
- Region and country rule pack status.
- Call type and channel classification, such as AI outbound, inbound, reminder, service, reactivation, or B2B acquisition.
- Consent or lawful-basis requirement for the region and call type.
- Consent ledger and revocation history.
- Partner, campaign, and global no-call suppression checks.
- DNC, TPS, CTPS, or other suppression-list checks where applicable.
- Local calling windows and timezone.
- Approved caller ID, callback path, number ownership, and telephony setup.
- Approved AI-disclosure and opt-out wording.
- Recording configuration and notice requirements.
- Script, offer, price, forbidden-claim, and human-escalation review.
- Campaign owner approval and audit logging.
United States
The FCC has confirmed that AI-generated human voices fall within the TCPA restrictions for artificial or prerecorded voice. If an AI voice call includes or introduces advertising or telemarketing, the FCC rules can require prior express written consent for protected numbers unless an exemption applies. The FTC Telemarketing Sales Rule and state telemarketing laws may also apply.
Kleos treats US B2C, consumer reactivation, and customer-list AI voice marketing as consent-first unless a campaign-specific rule pack allows otherwise. US B2B outreach to genuine business numbers may be handled through a configured B2B cold-outreach path only when the contact is business-linked, the campaign is not consumer reactivation, and all DNC, caller-ID, AI-disclosure, opt-out, state-law, recordkeeping, and abuse controls are active.
- National, state, entity-specific, partner-specific, campaign-specific, and global no-call checks where applicable.
- Calling windows: no earlier than 8 a.m. or later than 9 p.m. local time unless a stricter rule applies.
- Clear caller identity and a valid callback number.
- AI disclosure according to the applicable rule, including proactive disclosure where required and honest immediate disclosure whenever asked.
- Live spoken opt-out honored immediately, with a retained suppression record.
- Telemarketing records retained where required, including scripts, call logs, consent evidence, DNC checks, caller-ID authorization, provider records, disposition, and opt-out records.
- Audio recording off by default unless the campaign has approved recording settings and required notice.
United Kingdom
Under PECR, automated marketing calls require specific consent. Kleos treats outbound AI voice marketing calls in the UK as automated calls requiring consent that specifically covers the partner and the automated or AI voice channel. General marketing consent, live-call consent, or failure to opt out is not enough for automated marketing calls.
For live-call workflows, UK rules require TPS and CTPS screening unless the person or business has specifically agreed to receive the calls, and previous objections must be honored. Kleos keeps AI outbound and live-call workflows separate.
- Consent that specifically covers automated/AI voice marketing calls.
- TPS and CTPS screening where applicable, plus partner, campaign, and global suppression.
- UK GDPR lawful basis, transparent privacy notice, and the right to object to direct marketing.
- Valid caller identity, displayed number or alternative contact number, and callback details.
- Dialer safety to avoid silent and abandoned calls.
- Opt-out and objection honored, with a retained suppression record.
European Union and other countries
Countries without an active Kleos compliance pack are locked for outbound calling. Kleos activates markets one at a time as each country's compliance pack clears review. Each market can have ePrivacy, telecom, do-not-call, consent, language, recording, consumer-protection, and AI-disclosure requirements that differ by country. Kleos may store research profiles for locked countries, but research profiles do not activate calling.
AI disclosure
Kleos never instructs the assistant to pretend to be a specific human or to deny being AI. The exact disclosure timing depends on the region and call type. Where proactive disclosure is required, the assistant says at the start that it is an AI assistant calling for the responsible business. Where on-request disclosure applies, the assistant answers immediately and truthfully if asked whether it is AI or automated.
Opt-out and global no-call
If a person says not to call again, asks to opt out, withdraws consent, objects to marketing, or otherwise communicates a clear no-call request, Kleos records suppression and blocks future calls. Kleos applies a global voice suppression rule so the normalized phone number cannot be called again by another Kleos partner campaign or by Kleos acquisition.
Recording and transcripts
Audio recording is off by default. A campaign may record only when the region, partner, call type, disclosure text, consent or notice, and approval state permit recording. Transcripts and summaries are the default reporting artifact where lawful. Transcripts may be redacted, reviewed, retained, exported, or deleted according to the partner instructions, privacy policy, DPA, and applicable retention obligations.
Human escalation and prohibited calls
Kleos escalates or blocks when a conversation involves complaints, pricing exceptions, legal questions, sensitive personal data, regulated products, medical/financial/insurance/debt/political claims, abuse, fraud, or any request that the assistant cannot safely handle. Kleos does not support scam operations, deceptive caller identity, harassment, or high-pressure sales tactics.
